Duties * Serves as a MRTFB SME utilizing expert knowledge of radiation safety and occupational health principles, laws, directives, instructions, and precedent decisions to provide technical and/or radiation safety and occupational health guidance. * Drafts MRTFB policy, goals, and guidance coordinating applicable work efforts with Air Force Safety Center (AFSEC), AF Direct Energy Safety Board (DESB), Air Force Medical Readiness Agency (AFMRA), Air Force Radioisotope Committee (RIC), Secretary of the Air Force Installations, Environment and Energy (SAF/IE), AF Airspace Ranges and Airfield Operations (AF/A3A), and other MRTFB radiation safety and occupational health staffs for implementation into radiation safety and occupational health programs. * Functions as a recognized expert technical safety consultant and authority in radiation safety and occupational health analysis of occupational workplace operations and systems spanning a broad spectrum of Radioactive Materials (RAM), hazardous chemicals and materials, hazardous non-ionizing radiation, and highly complex and hazardous situations. * Plans, develops, and administers a comprehensive radiation safety and occupational health mishap analysis capability. * Represents the MRTFB's position on radiation safety and occupational health issues at meetings, councils, seminars, and conferences sponsored by AFSEC, AFMRA, DESB, RIC, SAF/IE, AF/A3A, DoD, and other federal agencies or industry constituents. Requirements Conditions of Employment * U.S. Citizenship Required * Males must be registered for Selective Service, see www.sss.gov * This position is subject to provisions of the DoD Priority Placement Program; disclosure of Political Appointments * This is a TERM position NTE 36 Months. * At a minimum, qualification requirements stipulated by the US Office of Personnel Management for the 1306 occupational series must be met. (Cont'd) * A degree in natural science or engineering that includes at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. * A qualified Health Physicist capable of being named to Air Force Master Materials License issued Radioactive Materials Permits is highly desired. * Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in (Cont'd) * Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. * This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, (Cont'd) * the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP. * May require travel by military/commercial aircraft/vehicle to remote range locations to conduct mission execution; may require occasional overnight stays at remote locations. * Overtime may be required. Work hours may involve uncommon tours of duty including nights, weekends, and holidays. * IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. (Cont'd) * Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. * May serve as an Air Force Medical Readiness Agency (AFMRA) Radioisotope Committee (RIC), Air Force RAM IG Inspector General (IG) augmentee or subject matter expert for radiation safety compliance, (Cont'd) * radiation safety program management inspections/evaluations, and staff assistance visits on behalf of the SecAF under the Air Force Master Materials License (MML). * Establishes, coordinates, and conducts an annual and recurring radiation safety and occupational health awards program, as applicable. * The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver's license is required. (Cont'd) * This position will be designated as a drug testing position IAW AFMAN 44-198, Air Force Civilian Drug Demand Reduction Program Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Health Physics Series 1306. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree (or higher degree) in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. OR Combination of education and experience -- courses as shown above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of radiation safety (ionizing and non-ionizing) and occupational health principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the Air Force radiation safety and occupational health programs. Mastery knowledge of and experience in performing complex external dosimetry, internal dosimetry, shielding activity, calculations, radiation safety and health physics auditing functions, knowledge of NRC and 91(B) licensing processes, scientific and technical knowledge of radioactive materials use, permitting, licensing, behavior and regulations, and practical knowledge of the management of radioactive materials. In-depth knowledge of mandatory federal radiation safety and occupational health standards, ANSI standards, and other nationally and internationally recognized radiation safety and occupational health guidance sufficient to determine the need for inclusion in, and supplementation of radiation safety and occupational health standards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of radiation safety (ionizing and non-ionizing) and occupational health principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the Air Force radiation safety and occupational health programs. 2. Skill to identify problems and develop innovative solutions. 6. Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for application; ability to review radiation and occupational health mishap data, perform data analysis, and develop required reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
