Duties * At the GS-13 level you will perform developmental duties, as assigned. At the GS-14 level you will perform the duties shown below. * You will serve as a Security Specialist performing Special Access Program (SAP) / Sensitive Compartment Information (SCI) Security Management. * You will serve as the Government SAP Security officer (GSSO) for the DON SAPCO and as the Special Security Representative (SSR) for the Regional Special Security Officer. * You will coordinate with officials in the DON responsible for collateral and sensitive compartmented information (SCI) security policy and requirements when applicable to DON SAPs. * You will serve as the OPNAV Security Manager for the DON SAPCO Pentagon facility. * You will support the assigned Communications Security (COMSEC) Local Element (LE) for the Navy Special Programs Division. * You will develop, coordinate, and implement policies and procedure for the personnel security program within the DON SAPCO. * You will manage the efficiency and effectiveness of all processes necessary for reviewing and evaluating personnel accesses to SAP and SCI information. * You will coordinate with organizational counterparts to ensure all necessary stakeholders are integrated into the process for evaluating personnel for access to SAP information. * You will design, implement and administer training and awareness program for personnel security. * You will develop, coordinate, and implement policies and procedures for the physical security program within the DON SAPCO to ensure compliance with all SAPF and SCIF regulations. * You will design, develop, evaluate, manage and inspect the installation of physical protection systems, devices, and procedures to ensure that sensitive information, equipment, or material is not compromised or mishandled. * You will design, implement, and administer training and awareness programs for physical security. * You will serve as the Top Secret Control Officer (TSCO) for all accountable items in the DON SAPCO inventory. * You will perform oversight reviews and audits to monitor information security program implementation and practices under the cognizance of the DON SAPCO in accordance with applicable security policy. * You will develop, coordinate, and implement policies and procedures for the information security program within the DON SAPCO. * You will execute classification and declassification authority, document marking, safeguarding, physical storage and control. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You must maintain access to classified, SAP and SCI information. * You may be required to work overtime. * You may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Additional information You will serve as a Security Specialist with the Deputy Chief of Naval Operations (Warfare Systems). The Special Programs Division is the organization responsible for managing requirements and resources for Department of Navy (DON) Special Access Programs (SAP) as well as all matters of security policy, program oversight and coordination for the Under Secretary of the Navy. The mission of the Department of the Navy Special Access Program Central Office (DON SAPCO) is responsible for the execution, management, oversight, administration, security, information system and networks, information assurance, and records management for the Special Access Programs (SAPs) under the responsibility of the DON. The duty station is the Pentagon, Arlington, VA. This position is eligible for situational or ad-hoc telework at the discretion of management.
