Duties DUTY 1 - Plans, organizes, and directs the activities of the Civil Aviation Intelligence Analysis Center (CAIAC) ensuring that the CENTCOM AOR Branch complies with legal and regulatory requirements and meets customer needs. DUTY 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. DUTY 3 - Serves as a senior advisor on complex technical analysis and production. Conducts and oversees the most complex analysis of multi-source intelligence. DUTY 4 - Performs a broad range of all-source analysis assignments entailing unique problems, creativity, innovative use of techniques, advance approaches and/or new technology. DUTY 5 - Represents the CAIAC to a wide variety of service, national, and coalition customers. Establishes, develops, and maintains effective working relationships with Title (T)-10, T-50, and non-T-50 organizations. A non-disclosure agreement must be signed. Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Supervisory/Management work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of the intelligence cycle and the ability to communicate and train small groups or subordinates on intelligence issues. Well grounded in analytical techniques for developing, evaluating, interpreting, and exploiting all sources of intelligence data and be able to employ those techniques in complex analytical projects. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations indeveloping intelligence capabilities, new hypotheses and theories, and threat assessments. 2. Knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources; knowledge of analytical techniques employed in developing, evaluating, and interpreting quantitative and qualitative data and ability to use them independently to accomplish routine and complex projects; and skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. 4. Must understand Intelligence Community Directive guidelines and policies; civil air capabilities, operations and current development within the civil aircraft industry; airfield/airport operations and security; and Federal and international aviation procedures and regulations. 5. Knowledge of safety and security regulations, practices, and procedures. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 7. Ability to communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements when required, will subject the incumbent of this position to reassignment or disciplinary adverse action, including demotion or removal. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
