Help Duties * You will provide total life cycle program management for security of special weapons within the Strategic Weapons Facility, Pacific (SWFPAC) area of operations (AOR). * You will be responsible for concept development, acquisition, implementation, and continuing program management of the SWFPAC Integrated Nuclear Weapon Security Systems (INWSS) Program. * You will oversee the acquisition of all services, equipment, systems, facilities, and human resources necessary to ensure a level of security. * You will exercise complete program and technical management responsibility, authority, control, and accountability for the acquisition and sustainment of SWFPAC INWSS facilities and projects. * You will coordinate with SWFPAC Security Department representatives and other governmental agencies responsible for conducting Vulnerability Assessments and Threat Assessments in order to develop programmatic security strategies. * You will determine goals and objectives that need additional emphasis, the best approach or solution to budget shortages, and plans for long-range staffing needs, including contracting out work. * You will provide management responsibility, authority, control, and accountability through matrix management arrangement with line organizations responsible for command resources. needed to develop the security acquisition and sustainment program. * You will provide management responsibility, control and accountability with manpower analyses, civilian personnel, comptroller, industrial, security, environmental, and safety. * You will assure that requisite level of financial, personnel, and contracted resources are available, properly allocated, and effectively managed to achieve the vital national function of protection of the Navy's strategic deterrent capability. * You will analyze capabilities required to determine resource requirements; developing a comprehensive program plan; obtaining agreements with external organizations for support. * You will analyze capabilities required for land use, communication protocols, cross-jurisdictional agreements, and support resources. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and executing the total life cycle program management for special weapons systems or subsystems (i.e. concept development, acquisition, implementation), along with managing all services, equipment, systems, facilities, and human resources necessary meet strategic assets security level requirements.
