Duties The selectee will serve as a Law Enforcement Specialist (Instructor) Reemployed Annuitant and ICTAP) in the Office of Training, James J. Rowley Training Center in Glynco, GA. Typical work assignments include: * Using a variety of advanced instructional methods (e.g., seminars, multimedia instructions, and demonstration) to instruct students in basic to advanced techniques in a law enforcement specialty area. * Designing, developing, and delivering instructional materials intended for practical application such as; lesson plans, support materials, practical exercises development, and use of training areas. * Researching, investigating, and analyzing a variety of performance-based data involving current employees and training students and implementing up-to-date law enforcement-based training to ensure that a professional training program is maintained. * Instructing criminal investigators in basic to advanced techniques involving an area of law enforcement that is complex, constantly changing and controversial. This Law Enforcement Specialist (Instructor) Reemployed Annuitant and ICTAP) position starts at a salary of $105,383.00, GS-13, with promotion potential to $137,000.00, GS-13. Based on agency needs, appointments may be extended for up to 10 years from the initial appointment. Dual Compensation Salary Off-Set Waiver : This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028. Annuitants who are reemployed with a salary offset (dual compensation) waiver are eligible for: * Full annuity and full Federal salary. * Annual and sick leave (not applicable for an intermittent work schedule) * Full-time, part-time, or intermittent work schedules. * Overtime (on a full-time schedule). Annuitants who are reemployed with a salary offset (dual compensation) waiver are NOT eligible for: * Additional retirement coverage (other than Social Security coverage). * TSP Contributions. * Annual, sick leave or holiday pay (applicable to an intermittent work schedule only). New appointments can be made until December 31, 2028, and may continue until their appointment not-to-exceed date has been reached. Extensions and New Appointments that continue past December 31, 2028, may be subjected to their salary being off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed. Reemployed annuitants may only receive one appointment per job series. Qualifications To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-13 level if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: * Implementing guidance for applying security policies, procedures, techniques, equipment, and methods to a variety of work situations with differing degrees/levels of security controls (e.g., Control Tactics; Firearms; Physical Skills; or equivalent investigative/protective methods/techniques; AND * Participating in the design, development, and delivery of training programs and course materials for criminal investigators, law enforcement officers, and administrative, professional, and technical staff; AND * Teaching criminal investigators or police officers within a training facility in at least one law enforcement specialty area (e.g., Control Tactics; Firearms; Physical Skills; or equivalent investigative/protective methods or techniques). Instructor positions prefer experience in the areas of Control Tactics, Firearms, and Physical Skills and/or in the fields of Strength and Conditioning; and/or Sports Medicine; Experience as an instructor in defensive measures/control tactics; and/or Experience as a Firearms Instructor for a local, state, or federal agency. NOTE: Preferred experience is not a requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
