Duties * Leads the cost estimation team to design and perform various analytical studies and cost estimates using scientific methods to derive detailed cost projections. * Develops and structures the problem, establishes procedures for obtaining data, and determines variables that are relevant to the problem. * Performs a broad range of cost and/or economic analysis assignments involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches. * Responsible for establishing working relationships to support and resolve problems and difficulties. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Three year trial/probationary period may be required. * The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam. * Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program. * The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. * Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time. * The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1. * The incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report, upon entering the position and annually thereafter. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by designing and performing various analytical studies and cost estimates to derive detailed cost projections for the agency; performing life cycle/economic analysis studies for major phases of events using mathematical, matrices, and simulation models; developing computerized models for production, operation, sustainment, and disposition of systems/equipment. Basic Requirement for COST ESTIMATOR (1501 Series): A. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of Education and Experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
