Duties 1. As a senior strategic technical advisor for the HQ U.S. Special Operations Command (USSOCOM) J5 Strategy Plans and Policy Directorate provides responsive interdisciplinary and advanced analytical capability involving complex strategic issues. 2. Principal architect for J5 input into the USSOCOM Capabilities and Programming Guidance (CPG), performs advanced analytical and advisory duties in the formulation, presentation, evaluation, coordination, and justification of the USSOCOM CPG that guides the Force Development and Force Design for the USSOCOM world-wide enterprise. 3. Represents USSOCOM with external high level organizations, including the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands, Military Services, interagency and international partners, other functional area organizations, and outside officials to coordinate and implement USSOCOM strategic planning and development. 4. Provides subject matter expertise for the development and review of national, DoD, joint, and interagency strategic documents. Upon the employee's return, incumbent may be required to vacate this position Qualifications Conditions of Employment Continued: * This is a TERM POSITION NTE 09JAN27; the individual selected for this position may be extended without further competition. Current Federal civilian employees and may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery level knowledge of international relations, the international security environment, and the interaction of defense, diplomacy, development, intelligence, and economics to develop new theories and hypothesis for the Force Employment, Force Development, and Force Design of Special Operations Forces in support of national strategy. Advanced knowledge of Special Operations Forces and their interaction with members of other U.S. Departments and Agencies and international partners to perform advanced analytical and advisory duties in formulating, presenting, evaluating, coordinating, and justifying input to the Capabilities and Programming Guidance translating basic legislation and policy into USSOCOM goals, actions and operational guidance. Extensive knowledge of and background in Special Operations policy, strategy, plans, and concepts to advise USSOCOM leadership on the shape of new legislation, policies and operating authorities necessary to effectively achieve future USSOCOM strategic FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge and skill in strategic analysis, operational design, SOF operations and planning, assessments, and national strategy. Incumbent will apply advanced analytical methods and techniques to analyze and advise leadership on the best way to integrate future-oriented ideas that inform enterprise design and development concerning strategy, capabilities, doctrine, concepts, training and education, effects on SOF, and national-level policy. * Mastery knowledge of the geostrategic environment and the challenges for U.S. national security and ability to apply those to formulating strategic planning and policy guidance. * Comprehensive knowledge and understanding of the Joint Capabilities Integration and Development System (JCIDS); the Planning, Programming, and Budgeting Execution (PPBE) System; Special Operations Forces Capabilities Integration and Development System (SOFCIDS); and formulation processes to align resource requirements with the required capabilities and capacities for Special Operations Forces worldwide and the integration of operations, plans, strategy, concepts, and resourcing requirements to continuously appraise utilization of those resources in the accomplishment of programs goals and objectives. * Knowledge of planning and executing programs, and the ability to perform the same. Skills in prioritizing tasks and planning short, mid, and long-term goals and objectives. * Skill in creating alternative solutions to complex problems. Sufficient to establish and maintain cooperative relationships and/or manage projects involving diverse personnel (e.g. private sector, contractors, personnel of diverse agencies, etc). * Ability to interpret high-level guidance (e.g. National Security Strategy (NSS), National Defense Strategy (NDS), Joint Warfighting Concept (JWC), and other key documents) and to translate them into strategic implications and capabilities requirements for Special Operations Forces. Ability to communicate effectively, in a very precise manner, both orally and in writing to interpret and coordinate frequently conflicting guidance from multiple sources; transform this information into clear, concise, and easily understood guidance. Must analyze multi-faceted, complex situation and develop courses of action for decision and execution. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
