Duties * You will serve as a subject matter expert on all accounting related matters involving audit and financial management policy and procedures. * You will monitor and coordinate audit request for the independent audit of the agency's fiscal year financial statement. * You will provide assistance in determining the categorization of accounting material weakness, significant deficiencies, or control deficiencies. * You will conduct follow-ups of external and internal audits to ensure management has taken the actions agreed upon in response to accounting and audit recommendations. * You will promulgate approved financial management policies within the organization based on Department of the Navy (DON)/Headquarters, U.S. Marine Corps (HQMC) policy and developing and issuing implementing procedures. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. * This position may require travel from normal duty station to CONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Estimated travel for this position is 25%. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .Performing complex analysis and evaluations related to all aspects of accounting involving audit and financial management policy and procedures; AND resolving significant accounting and management problems applying analysis/reporting requirements, work processes, accounting system structures, and data produced. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: A degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements Additional information This position is covered by the Department of Defense Priority Placement Program.
