Duties The primary purpose of this position is as an Air Reserve Technician officer, to serve as the ISR Flight Commander in AFRC Squadrons. The incumbent has responsibility for all ISR operational training and operational matters for the unit. The incumbent also has responsibility for orchestrating related Air Force Reserve integration into global ISR Air Force operations and training via associated programs. 1. Provides expertise on Intelligence, Surveillance, and Reconnaissance (ISR) operations, HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, Targeting, All-Source / Fusion Analysis, and intelligence products for execution of ISR tasking, collection, processing, analysis and dissemination. 2. Organizes, plans, and oversees the activities of the Group's operations and training programs. 3. Serves as an AFRC ISR expert, interfacing with AFRC and AF ISR Operations Centers, to maintain command/control/oversight and tasking of Air Force Reserve Forces within the ISR Squadron as well as Regular Air Force (RegAF) ISR units, missions, and operations. 4. Manages the Flight operations and training, apportioning and scheduling programs for ISR members. 5. Manages ISR training and readiness for the ISR Flight. Qualifications THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 655 INTL/SURVEIL/RECON GP with the military rank of Maj 0-4, AFSC: 014N3 . This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. Work Statement and Performance Level. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience overseeing the daily intelligence activities to include research, analysis, and interpretation of intelligence operational planning and decision making; expert knowledge of all-source intelligence planning, collection, analysis, and dissemination to include counter intelligence, geospatial, imagery, human, signals, and measurement and signature intelligence. (To be creditable, specialized perceived must meet the above quality level requirements.) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Must be fully qualified and experienced intelligece officer preferably having operational experience in at least two of the brlwo intelligeice disctiolines/operatiosn: HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Anaylsis, DCGS, Targetingm Acquisition intelligence, collecyion managment, analytical production management, and dissemination. Experience desited in ISR operations, and TCPED of nation, Global Hawk, U2 and Predator/ Reaper Platforms, as on the two ISR operation area. * Senior level knowledge of world-wide ISR operation requirements and associated processes to Combatant Commands and Theater Air Force Component Commands and understanding of ISR concepts, capabilities, and operations. Knowledge must also include laws, regulations, policies and precedents which affect Flight ISR operation programs and related support resources. * Knowledge of and ability to formulate operational and training plans and policies pertaining to ISR operations and training and unit operational and training activities. * Knowledge of advances management and organizational principles and practices and major issues program goals, missions, functions, administrative operations of the ISR group, 10 AF, and HQ AFRC. * Knowledge and understanding of ta comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. * Ability to other, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military) * Knowledge of operational and training programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs. * Ability to plan and organize workload and activates, manage multiple taskings, and communicate effectively both orally and in writing. * Ability to integrate Air Force Reserves into ISR operations and maintenance missions to include training while ensuring command/ control oversight and tasking authorities are properly executed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Education ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service. Additional information Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
