Duties * Conducts manpower requirement determinant and process improvement projects/studies utilizing approved management engineering and process improvement practices. * Project lead responsible to support or direct, coordinate, oversee, and report projects, some of which may be complex; recommends or defines scope, priority, and staff; provides technical direction in project management, team building, facilitation, process improvement analysis, and methodology/tool required to develop, substantiate, and defend result. * Reviews, analyzes and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships. * Conducts management consultant studies of Air Force-wide organizations with interrelated work processes and functions and accurately advises on proposed solutions to improve processes, realign functions, maximize resource utilization, and resolve substantive issues of moderate scope. * Analyzes automated data management systems and their methodologies to satisfy the needs of the manpower requirements determinant development. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied. Knowledge of the major issues, program goals and objectives, budget constraints, work processes, and administrative operations of the manpower program and organizations under study. Skilled in the art and science of adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed recommendations and decisions relating to those efforts * Demonstrated ability to use management engineering analytical and evaluative techniques to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise organizational structuring options for complex, diverse organizations. * Skill using computer systems to perform data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and knowledge to access or locate information through the use of a personal computer and software programs. * Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to highly technical management engineering problems; identifying changes and trends; and preparing, presenting, and defending complex and sometimes controversial advise briefings and reports. * Skill in conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to obtain, define, and challenge information about organizational missions, functions, and work procedures * Ability to carry out and complete management engineering assignments, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
