Duties * Develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternate ways to achieve the best mix of cyber capabilities, forces, organizations, equipment, and support attainable, withing fiscal, operational, and organizational constraints for current and future mission accomplishment. * Applies a wide range of current qualitative and/or quantitative methods and develops new methods for assessing and improving planning and programming effectiveness or improving the complex management processes and systems within which cyber plans and programs are formed. * Performs supervisory personnel management responsibilities for a limited staff of four to six military members and civilian employees. * Serves as cyber subject matter expert (SME) in developing various strategy and/or process-oriented concepts and programs in all subordinate cyber mission areas, including defensive cyber operations, offensive cyber operations, service support, cyber weapon systems, and the DoD Information Network. The incumbent is subject to random drug testing for drug use. * Work may require travel away from the normal duty station on military and commercial aircraft. * This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206). * Incumbent must be able to obtain and maintain a Special Sensitive security clearance with an SCI background check. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes being an expert planner and programmer who can design and conduct of comprehensive management studies for the building of the $25B Agency cyber POM portfolio and the $150B cyber portfolio in the Agency 30 year Resource Allocation Plan, where the boundaries of the studies are extremely broad and difficult to determine in advance. Position requires mastery in applying a wide range of qualitative and/or quantitative methods for assessing and improving the effectiveness of cyber plans and programs in the broader ecosystem of Agency operational programs. Position requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of Agency and DOD cyber programs, goals, and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the military value of cyber programs, such that the incumbent can evaluate the content of new or modified legislation for projected impact on Agency cyber programs and resources. Position requires a thorough knowledge of relationships with US Cyber Command, National Security Agency, various cyber-related OSD offices, joint, and other service cyber programs, as well as key Agency functions supporting the full range of cyber missions. Position requires a thorough understanding of the Agency cyber training pipeline and operational units. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution System (PPBE), and Department of Agency policy, procedures, and processes for developing Program Objectives Memoranda (POM), Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. * Knowledge of Agency cyber program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual cyber operational events. * Knowledge of the relationship of the various Agency entities involved in overall planning and execution of military and cyber operations, and the way the PPBS process supports them. * Knowledge of Agency cyber infrastructure and mission expertise as it applies to assigned programs, and knowledge of cyber weapon systems and the role of cyber in other major air and space missions. * Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. * Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Negotiates complex issues and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
