Duties * You will analyze financial data to advise managers or senior leaders on costs, fiscal allocation, labor funds management, or budget preparation. * You will conduct analytical studies, trend analyses, or other financial data research to verify accuracy of data and reports. * You will interpret the intent of financial statutes, agency regulations, and financial management regulations to provide guidance concerning accounting, budget, and financial actions. * You will develop financial plans to align funds to further the mission, goals, and objectives of an organization. * You will manage planning (e.g., recruitment, retention, training) to support business objectives within a command. Requirements Conditions of Employment * Must be a US Citizen. You will be subject to random testing. * This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing complex financial technical advice about budgetary, accounting or financial administration policies and procedures; 2) Utilizing budget and financial systems to evaluate, review, and prepare metrics, data, and reports; 3) Reviewing budget requests and reporting of obligations and expenditures to ensure compliance with financial rules and guidelines; 4) Analyzing financial programs to identify and resolve budgetary problems; and 5) Serving as an organization's financial liaison between customers and the organization.
