Description:

Duties * Primary point of contact for cost, schedule, and performance health of all assigned acquisitions and contracts in support of USAICoE contract requirements. Coordinate Requiring Activity participation in Source Selection Evaluation Boards. * Research, establish, and maintain major USAICoE contracts for core training and support requirements. Establish and coordinate associated Acquisition Plans to ensure all required items are identified and funding is programmed. * Review and evaluate contractor proposals and negotiate changes in technical approach. Manage actions from cradle to grave to include initial development of requirements package, award, post award transition, oversight and close-out. * Develop, coordinate, and monitor technical responses to contractual correspondence. Assess current acquisitions for weakness or strengths and recommend modifications as necessary. * Lead matrixed teams to execute and realize contract and program management functions and objectives to complete acquisition function and other pertinent acquisition policies, regulations and guidance in an accurate and thorough manner. * Establish and maintain a training program for Technical Task Managers to ensure they remain current on requirements and skills to monitor contracts. * Provide advice and guidance on technical acquisition management requirements, development, and administration. Manage/monitor technical contract Data requirement(s) list(s) for compliance to contract requirements and suspense's. * Provide oversight, assistance, and directive guidance in research, problem-solving, implementing, and monitoring of required corrective and administrative actions associated with surveillance of assigned contracts. * Monitor monthly cost reports and performs analysis on status of funds. Develop and maintain technical database and spreadsheet files for contract management/administration. * Exercise supervisory authority and responsibility in planning, scheduling, coordinating, and directing the work of a staff of senior team leader procurement coordinators and technical personnel. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). * In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. * Financial Disclosure Statement (OGE-450) required upon entry to position and yearly thereafter. Implement techniques, plans, and procedures needed to effect efficient contracting and procurement processes in support of mission requirements; 2.) Provide technical guidance in contract evaluation to develop and implement contract evaluation programs for ensuring contractor's compliance with contract specifications on contracts to assess and improve program effectiveness; and, 3.) Develop surveillance/inspection plans based on contract terms, contract modifications, purchase descriptions, special terms, and clauses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
