Description:
Duties * Serve as Chief, Global Combatant Commander's Communications Team (GC3T) Executive Communications Branch directly supporting one of seven Department of Defense joint, unified, geographic combatant commands (CCMD). * Provide secure networks to operations' command and control (C2) of forces in the area of responsibility (AOR) and the execution of CCMD's national security and theater engagement objectives. * Analyze procedures to improve cyber (C4/cyber) network techniques. * Monitor the design, development, installation, management, and protection of NIPR/SIPR/TS fixed and mobile communications within CONUS and abroad. * Create innovative methods and approaches for integrating advanced IT and communications systems. * Responsible for the CCMD IT program by interpreting policies and determining the effect on the CCMD program. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Incumbent of this position must be able to obtain and maintain the appropriate (T5-top secret) security clearance which may include access to sensitive compartmented information (SCI). * Incumbent of this position must pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, The Army Substance Abuse Program. * Must complete training and obtain the required certification/recertification IAW DoDM 8140.03, Cyberspace Workforce Qualification and Management Program, 15 Feb 2023 or updated version and/or additional guidance w/in 6 months of assignment. * Incumbent of this position is required to maintain a valid driver's license and operate a government vehicle. * Incumbent of this position is required to perform duties after normal duty hours, on weekends, and on holidays. * Incumbent of this position is required to travel for duty (TDY) up to 35% of the time. * Incumbent of this position is designated mission essential. * Report for duty during inclement weather, natural disasters, and other emergency situations as directed by the supervisor and may be required to remain on duty after the official shift ends; i.e., subject to recall to duty and mandatory overtime. * Incumbent must maintain a functioning telephone to aid in contact during recall or emergency situations. * Dismissal or closure announcements do not apply to incumbent unless the supervisor instructs otherwise. * This is an emergency essential position that ensures the success of combat operations or supports essential combat systems after a mobilization, evacuation order, or other military crisis. * Incumbent may be required to deploy, on very short notice, to potentially high-threat, hostile OCONUS environments and to undergo specific training and immunization requirements as appropriate for OCONUS deployments. * Incumbent may be required to remain in the overseas area in the event of evacuation. * Anthrax vaccination will be required. * Incumbent may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments. Coordinate efforts across agency and international boundaries to develop and deliver IT systems and services to supported organizations; 2). Develop action plans regarding IT policies based on analyses of the subjects and issues related to rapidly evolving technology and customer requirements; and 3). Provide cyber support to satisfy command and mission requirements ensuring operational readiness. The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
