Help Duties * You will serve as the Contracting Officer Representative (COR) for assigned contracts and lead the administration of the FST's Government Commercial Purchase Card (GCPC) program. * You will provide advice and guidance regarding procurement operating policies and contract execution to the Procurement Branch leadership and overseeing other procurement related activities as assigned. * You will establish reporting techniques to keep higher authority advised of status and progress for all of the Procurement Branch's products and services and assists with administering contracts. * You will review customer requirements to determine acquisition strategies to be followed by procurement analysts in developing acquisition packages * You will analyze program strategies to determine compliance with regulations, procedures, or management practices to ensure new technologies and management initiative acquisitions are cost-effective. * You will be the primary point of contact, liaison, and negotiator between command, customers, and other government agencies to ensure execution of projects Help Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provides acquisition planning, organizing and leading tasks and projects for the entire acquisition life cycle and for meeting customer expectations in the quality of all customer deliverables for multiple program initiatives; 2) Leads and manages logistics and engineering contract support actions necessary to support the Fleet support Team (FST) Operations; 3) Provides acquisition/procurement related trainings to FST members, analyzes procurement information, coordinates and responds to FST Program, Command and National data calls; 4) Determines the appropriate acquisition strategies required to support acquisition of products and services for all departments; 5) Analyzes contact costs and assists with the administration of contracts funding including tracking and estimating funds depletion dates, working with supported teams to identify contract and procurement funding sources: 6) Implements and manage the Government Commercial Purchase Card (GCPC) program and acts as the FST Procurement Team Leader in the absence of the Procurement Branch Head; 7) Reviews and revises pre-solicitation acquisition packages prepared by respective program analysts, technical advisors, and/or subject matter experts, for submittal to appropriate contracting activity.
