Help Duties * You will make recommendations to coordinate proposed reorganizations, functional transfers, and budget issues for the enterprise. * You will coordinate the impact of billet and organization changes with Manpower, Human Resources, Comptroller, and Operational Department staff. * You will conduct various studies covering staffing actions, analyzes processes and makes recommendations on solutions to new or continuing issues. * You will have knowledge of manpower, staffing, and organizational principles governing civilian and military manpower authorization and reasoning to support manpower change decisions. * You will develop and conduct studies, analyzes data, provides regular status reports to leadership, and makes recommendations to management for all NAVSUP HQ staffing procedures, historical trends, human capital management and budget requirements Help Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Qualifications Your resume must demonstrate at least one year of specialized experience performing Program Analyst work equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying a comprehensive knowledge of manpower, staffing and organizational principles governing civilian and military manpower including civilian and military billet structure in order to understand the interrelated system issues, and effectively utilize and maintain Total Force Manpower and Civilian Human Resources systems (TFMMS, TWMS, and DCPDS) including all data fields present in the official Activity Manning Document (AMD). Utilizing a knowledge of management principles, processes and methods, I apply analytical and evaluative methods and techniques to conduct in-depth studies concerning NAVSUP's total workforce management program elements and data structures (e.g. human resources, manpower, military manning, budget, or other administrative programs), in order to improve business processes and organizational effectiveness and efficiency. I have applied a practical knowledge of and skill in the initiation and processing procedures associated with Request for Personnel Actions (RPA) to ensure the appropriate flow of actions through the HRO and OCHR Service Centers. I have experience utilizing Department of Navy (DON) fiscal and budget processes, with extensive knowledge of directives and guidelines that pertain to billet funding, and internal management controls to update DCPDS, TFMMS, and Navy ERP. I have made use of my personal computer skills while ensuring the development and maintenance of sophisticated manpower database systems which update, analyze and display manpower information. I prepare and present both oral and written communication to managers, staffing officials, and operating personnel, both civilian and military. Examples of specialized experience may include: 1) Perform the duties of program analyst in the management of organizational, manpower and staffing (both civilian and military) issues for NAVSUP HQ, studying, analyzing, validating, guiding, and reporting organization and manpower data within numerous interrelated databases; 2) Initiate Requests for Personnel Action (RPA), then working alongside hiring managers, comptroller and HROs to ensure actions are accurately documented and that the process is completed efficiently and effectively; 3) Participate in various process improvement committees that work to reduce overall vacancy fill times related to staffing and organizational management; 4) Serve as a resource to NAVSUP activities for maintenance of manpower related systems and data recommending solutions when content differences arise between various manpower systems (Internal Records or databases, Navy ERP, TFMMS, etc.; 5) Provide vacancy status reports and briefings to higher level management and takes action to follow up on outstanding recruitments; and 6) Analyze HR Programs, financial and business program operations data, to identify and resolve trends and problem areas.
