Help Duties * You will coordinate, develop, plan and execute CNBG 2's equipment and maintenance support requirements on all ACU 2, BMU2 and MPSRON TOA equipment. * You will work with the Office of Naval Research and the Marine Corps Warfighting Laboratories to develop new technology and procedures to conduct ship to shore movement of various military equipment, bulk liquid product, and Ship-to-Shore connectors. * You will plan, develop and submit Program Objective Memorandum (POM) funding requirements through CNSL and United States Fleet Forces Command (USFFC) for MPF and Joint Logistics Over the Shore (JLOTS) operations and exercises. * You will monitor quality assurance acceptance for all NSE craft and material assets downloaded during the Marine Maintenance Cycle (MMC). * You will provide detailed oversight of the MPSRON TOA ensuring all requirements for NSE rolling stock, craft, equipment and supplies required to conduct a download operation are planned and funded as per Program Objective Memorandum (POM). * You will develop, implement and maintain plans and procedures to administer the maintenance, repair, pool rotation and replacement of assigned NBG MPSRON TOA assets during each ship's respective MMC. * You will develop operational requirements and doctrinal procedures with OPNAV (N95) Expeditionary Warfare by defining the Required Operational Capabilities and Projected Operating Environment (ROC/POE). * You will provide input in the management of both Naval Beach Group's and MPSRON TOA's to assess the impact of proposed changes to the TOA or changes in policy which will affect the MPSRON TOA. * You will prepare written reports summarizing meetings, actions taken, status reports and emails. Qualifications To qualify for the LOGISTICS MANAGEMENT SPECIALIST, GS-0346-12, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience with the laws, regulations, policies, and precedents which affect the requirements, operations and related support resources of Navy logistics and MPF ship maintenance, modernization, preventative and corrective maintenance.
* Experience with industrial, Navy shipyard, Intermediate Maintenance Facility (IMF), Intermediate Maintenance Activity (IMA), and Regional Maintenance Center (RMC), In-service Engineering Support Activity (ISEA) procedures, and practices as they relate to repair, alteration and modernization planning and execution in support of daily operations, to include Program Executive Offices, Life Cycle Managers, Expanded Planning Yards, and SUPSHIPS. * Experience with DOD, Navy, NAVSEA, USFFC and CNSL operational, maintenance, training and logistic support organizations.
* Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency, effectiveness and productivity of MPF program operations relative to improvement of MPF ship maintenance and availability processes and procedures.
* Experience with DOD acquisition and life cycle management policies, procedures practices; to include experience with acquisition planning and performance work statements, Navy connectors and their components; operation, maintenance, repair, and overhaul to ensure connector service life is applied in the performance of daily operations.
