Duties The primary purpose of this position is: As an Air Force Reserve Technician (ART) Officer to serve as the Senior ART/ Commander of the Logistics Readiness Squadron. Functions as the senior technical advisor as well as the supervisor of logistics readiness operations including but not limited to readiness; logistics planning; resource management; supply and transportation support; procedures and systems; etc. Provides training to reservists in the accomplishment of the tasks set forth herein. Duties: 1: Serves as the focal point for squadron/wing logistics readiness support for contingencies, peacetime and deployment requirements. 2: Provides technical advice and assistance to wing leadership on business processes and performance and efficiency of logistics readiness functions of the squadron/wing. 3: As the squadron senior technical advisor on logistics readiness and AEF issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities. Exercises supervisory personnel management responsibilities. 4: Represents the wing regarding logistics readiness issues at meetings within the organization and at conferences with MAJCOM, HQ USAF, DoD, and other agencies. 5: Plans, organizes, and maintains oversight of the activities of the Logistics Readiness Squadron, ensuring the planning efforts and work products and services of all the squadron functions comply with legal and regulatory requirements and meet customer needs. This is an Air Reserve Technician (ART) Officer position located at 944 LOGISTICS READINES SQ with the military rank of LtCol, AFSC: 021X3. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing effective management of a wide range of federal and agency logistics readiness concepts, principles, practices, procedures, regulations, and laws applicable to a full range of logistics management responsibilities; skill in planning and accomplishing a variety of complex work assignments to identify, analyze, and resolve logistics management issues or problems. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Merit promotion applicants must meet applicable time-in-grade requirements to be consider eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo movement, supply requirements, structure and processes, equipment and vehicles management, storage, deployment planning and operations, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. 2. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 3. Skill in analyzing issues and formulating solutions to complex problems. 4. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. Ability to mentor, motivate, and appraise the staff of an organization. 5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. Ability to communicate effectively, both orally and in writing. 6. Knowledge of safety and security regulations, practices, and procedures. OTHER SIGNIFICANT FACTS: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent may be required to fly in commercial or military aircraft for performance of TDY. 2. Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ AFRC. 3. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. 4. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. 5. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. 6. Must be able to obtain and maintain a SECRET security clearance.
