Duties * Assistant Freedom of Information Act Program Manager. Processes Freedom of Information Act requests and provides guidance to offices of primary responsibility and legal review authorities. Assistant Privacy Act Program Manager. Processes individual requests for information contained in approved systems of records pertaining to an individual's information. * Develops Training Media. Develops a variety of media to provide educational and training material to meet initial and required refresher training requirements for the Freedom of Information Act, Privacy Act, and Information Collections and Reports programs. * Reviews Program Compliance. Conducts reviews of organization privacy programs to ensure compliance with policy and procedure regarding the use and protection of sensitive information resources. * Information Collections Reporting. Reviews all local publications, forms, and web pages that collect information from the general public or collect reportable information from other Federal Agencies, DoD agencies, and other Air Force agencies for management purposes. * Assist other Knowledge Management Cell (KMC) functions such as Records Management, Enterprise Information Services (EIS), Collaborative Technologies Management and Cross-Functional Data Sharing and Support. Assist KMC in managing Records Management, EIS, AF Portal, all public electronic storage locations and commercial collaborative products that are not tied to a specific functional community. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes having applied knowledge and skill in the application of privacy and public access legislation, case law, guidelines and their application to agency records, information, and operations to make appropriate decisions regarding release or denial of information and to assess the impact on such actions on national security, government contractors/potential contractors, and other government agencies or individuals and must have the ability to meet and deal effectively with a wide variety of individuals and groups and communicate effectively in writing, in person, or other communicative means in order to respond those with special interests or concerns related to or affected by the Privacy Act, Freedom of Information Act, or Information Collections and Reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge and skill to research, assemble evaluate, and apply Federal exemptions, statutes; Department of Defense, Air Force, Major Command, and local policy to a variety of simple and complex requests for release of information. * Knowledge of organization administrative, operational, and technical elements in order to determine probable sources for responding to requests for information. * Knowledge and understanding record retention and disposition standards to determine current and outdated information resources and the availability of the information. * Knowledge and understanding of information designations and classifications and their impact on the information retrieval and release/withholding processes. * Ability to formulate written communications citing proper law, precedent, and unique circumstances to substantiate information release/denial recommendations. * Knowledge of Enterprise Information Services (EIS), a combination of enterprise information technologies and services which provide knowledge management capabilities, such as information discovery, collaboration, tailored presentation, and contextual application PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
