Duties * You will serve as the command Information Systems Security Manager (ISSM) responsible for managing all aspects of cybersecurity and ensuring a successful cybersecurity program. * You will manage the electronic spillage and cybersecurity incident response program and respond to all potential electronic spillage and cybersecurity violations and coordinate response actions to all applicable parties. * You will communicate major IT security initiatives to personnel, leadership, and/or the command as necessary. * You will support the Command Cyber Workforce (CWF) Program and assist the CWF Program Manager with tracking and inputting CWF data into the prescribed database. * You will participate in and support the development, assessment and authorization of applicable Navy IPO information systems (IS). * You will maintain manual and automated databases. * You will collect, submit, and maintain data needed to meet system IA reporting requirements and obtain and maintain IA WF certification appropriate to position. * You will provide guidance and instructions for application throughout the NIPO Enterprise regarding IT asset policy and procurement processes. * You will represent the organization regarding assigned programs and projects. * You will provide other IT operation support to the command, as necessary. You will be subject to random testing. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Foundational * This is a Cyberspace Workforce position, work role code (IS Security Manager), proficiency level (Intermediate) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Dept of Navy policies. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Develop and maintain strategic plans; assessing policy needs and developing policies to govern Information Technology (IT) activities. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determine appropriate products or services with customers to ensure alignment with the organization's mission, goals, objectives and plans. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing advice, counsel, or instruction to individual employees or customers on both technical and administrative matters. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assessing the requirements, situationally, and formulating a plan to execute the assigned task; frequently requiring analysis based upon incomplete and conflicting data. In addition to your experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting and applying policies, processes, procedures, and regulations which govern IT asset management to provide instruction and guidance to the organization; Experience pricing and ordering CLINs, processing, tracking, and maintaining entries in software systems (such as Navy Enterprise Tool); and Experience working with IT portfolio management and asset inventories which require reports that are generated, which affect the policies and programs for the IT program.
