Duties Summary: The primary purpose of this position is to serve as a systems engineering and the model-based systems engineering (MBSE) subject matter expert and Technical Advisor for model development and maintenance and analytical simulation for Command and Control (C2), as well as other Cross-Functional Team (CFT) activities driven by the Transformational Model , including experimentation and C2 analysis. Duties: * Applies MBSE and digital engineering experience and knowledge to develop, refine, and sustain the TM for Decision Advantage, the MBSE definition & description of military decision making that constitutes the functional requirements for the Department of the Air Force's C2 modernization. * Serves as Technical Advisor to the Chief, Advanced Battle Management System Cross Functional Team, Modeling & Technology Integration, with strategic and technical advice. * Serves as MBSE for C2 subject matter expert on various strategy and/or process-oriented concepts, experiments, analysis, and issues. * Maintains continuous liaison with other Air & Space Staff, other service headquarters counterparts, and DOD offices to ensure USAF future force design and enterprise-wide planning is consistent and integrated throughout the defense community. A non-disclosure must be signed. * Knowledge of architecture and systems engineering role in DAF C2 capability development is highly desired. Qualifications Conditions of Employment (cont.): * This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Agency Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Agency, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the problem-solving techniques of the field and legal framework surrounding issues; a high level of skill in interpreting laws, policies, and concepts within program area, where accepted methods and principles are questioned or challenged; and resolving broad and difficult issues. Comprehensive knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force level plans and procedures such as war, mobilization, deployment, and similar operations; and to evaluate MAJCOM and Air Staff responses to plans and studies. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Extensive knowledge of program operations and interrelationships, along with broad analytical ability to assess program accomplishments with a high degree of program knowledge and technical judgement ability to recommend resolution options to substantive problems. Knowledge of the Federal, DOD, and Air Force Planning, Programming, and Budgeting System (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge and skill with MBSE, use of digital engineering environments, Systems Modeling Language (SysML), and model maintenance best practices. Knowledge of the Transformational Model methodology, including the underlying theory for achieving Decision Advantage through human-machine teaming, the TM modeling approach, and TM modeling elements, diagrams, and ontology. * Knowledge and skill with MBSE software tools to model the TM theoretical elements as SysML diagrams and supporting documentation; in translating TM concepts and model artifacts for effective contextualization in scenarios, vignettes, mission threads, and mission engineering threads. * Knowledge of the Department of Defense's Joint Capabilities Integration Development System (JCIDS), Planning, Programming, and Budgeting System (PPBS), and the Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans. * Skill in preparing, tailoring, and communicating model views and artifacts for industry and mission partner engagements. * Skill in teamwork and coordination activities sufficient to drive collaboration for MBSE-informed capability requirements with many variables or unknowns including mission changes, future technology, and competing organizational interests. * Ability to plan, organize, and direct MBSE functions, as well as mentor & motivate team members, and communicate (orally and in writing) clearly, concisely, and with technical accuracy. Ability to apply military experience and expertise to assigned programs and/or capabilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
