Duties DUTY 1: Directs the execution of the Department of Defense and Air Force Personnel Security program to assigned organization. DUTY 2: Provides Continuous Evaluation (CE) and Continuous Vetting (CV) services in highly sensitive matters involving national security clearance eligibility, terrorism, foreign travel, suspicious financial activity, criminal activity, credit reports, and commercial public records. DUTY 3: Serves as the program security specialist overseeing, administering, enforcing, planning, and organizing operational functions of the Installation's Counter-Insider Threat (C-InT) Program. DUTY 4: Manages Security Enterprise provides security integration support, program reviews, inspections and assessment for Air Force Security Enterprise activities both within Information Protection Office (IPO) and across integrated enterprise-wide organizational missions, and security environments. DUTY 5: Facilitate integrated security for mission assurance thru education and training, toolset and job aid development and support, role-based access control and/or automated system administrator functions, and collaborative resource and risk management actions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2) Applying knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 3) Knowledge of security classification methods, concepts, and eligibility for access to classified, Nuclear or sensitive information to review plans for proposed or new projects, organizations, and/or missions Nuclear and conventional to assure the presence of adequate planning for information security and other controls. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of personnel security, continuous evaluation, continuous vetting and counter insider threat concepts, principles and practices to plan, implement, and evaluate security programs in these areas. 2. Knowledge of information security, industrial security, controlled unclassified information, and nuclear information security concepts, principles, and practices to collaborate with those specialists and produce converged policies in these areas. 3. Knowledge of required security training concepts, programs, and procedures to develop security education programs provides training, advise subordinate security managers, and assist additional security program leads. 4. Skill in developing, analyzing, and evaluating units, organizations, and/or contractor security programs. Evaluate reports and conditions, recommend remedial actions to meet mission requirements. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to plan, organize work, and meet deadlines. Ability to clearly, concisely, and accurately communicate concepts orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
