Help Duties * You will provide guidance and training to subordinate echelons on an ongoing basis and through the annual enterprise-wide Security Symposium. * You will communicate with both subordinate and superior Command security teams. * You will provide guidance to build coalitions across the DoD (including NAVAIR, CNAF and other stakeholders, SMEs and decision authorities). * You will revise plans, policies, procedures, as required, for overall consistency with security regulations, principles, practices, review and respond to inspection reports. * You will provide direction and planning, formulation, development, coordination and implementation of all security programs to provide Security services to COMFRC and oversight to the FRCs. * You will serve as a source of authoritative information and assistance to the Commander and all levels of management, advising on security guidelines and appropriate protective measures Help Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience.
* Provide direction, plan, formulate, develop, coordinate and implement security programs to provide Security services to COMFRC and oversight to the FRCs.
* Maintain oversight of the Command Government SAP Security Officer (GSSO) program within COMFRC HQ, to ensure that all requirements are met within the FRC enterprise.
* Conduct audit, inspection and Security Assist visits to ensure compliance with all DoD and programmatic security requirements as the ISIC (Immediate Superior in Charge) authority.
* Monitor, implement of such plans and budgets, adjusts within broad parameters to respond to unforeseen issues, and apprises the Commander and Director of Command Operations of business operations budget status.
* Provide guidance and training to subordinate echelons on an ongoing basis and through the annual enterprise-wide Security Symposium.

Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD. This position requires the incumbent obtain the following core Security Professional Education Development (SPeD) Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. About SPD Certification (cdse.edu) Candidates are eligible to pursue a SPD certification if they are DOD personnel, federal employees of a participating agency, or contractors assigned to a security position supporting DOD. An incumbent is a security professional (employee) encumbering a position that has been indexed as requiring the SPD certification, but who was hired against that position prior to being designated as an indexed position. As the SPD certification was not a condition of employment at the time of hire, the employee is not required to become certified to remain in that position. However, should that employee desire or accept any other indexed position (including lateral moves and promotions) that does identify a requirement for SPD certification, the employee will be required to fulfill the conditions of employment for the new position within the timeframe required (not to exceed 2 years) as specified by the employing agency. This position is designated as a key Security Cooperation (SC) Planning, Oversight and Execution Management (SC2C3) in the DoD Security Cooperation Workforce (SCW). Key SC positions are those SCW billets/positions with duties and responsibilities that require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs or activities. Expert Proficiency Level: Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position.
