Help Duties * You will coordinate with stakeholders to manage resources throughout the planning, programming, budgeting, and execution cycle. * You will oversee program readiness evaluations, assessments, and internal controls. * You will improve Public Works Department performance using data analytics, business process reengineering, and systems deployment. * You will identify and execute human capital management strategies, including workforce development and community plans. * You will address local Public Works workforce issues by implementing personnel processes. * You will supervise and provide technical guidance to subordinates. * You will plan and assign work to subordinates, adjust priorities, and set schedules for completion. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Using financial, human capital, business, and improvement processes (with focus on DON and DoD systems) to make decisions and recommendations in diverse business environments, especially in areas lacking infrastructure for Public Works Business Line (PWBL) processes;
2. Interpreting Federal accounting and budgeting principles, as well as DON and DoD financial systems, to guide program evaluations;
3. Applying measurement techniques to assess PWBL compliance and performance against set objectives;
4. Developing and implementing new solutions for environments lacking the necessary infrastructure to support PWBL processes;
5. Communicating findings, analyses, and recommendations to stakeholders, including senior leadership, other commands, and industry partners;
6. Gathering, analyzing, and interpreting complex performance metrics, drawing conclusions for higher management and external clients; and
7. Conducting management studies, process improvement analyses, and reports to recommend new approaches or procedures.
