Description:
Duties As a, HUMAN RESOURCES SPECIALIST (HRD/EMPL BEN), GS-0201-11, you will coordinate the establishment of local policies for payment and reimbursement of fees, travel, and training. Maintains individual critical system access through training for employee travel and purchase requisition. May be a travel authorization Reviewing Official (RO) or Approving Official (AO) and travel voucher RO in the Defense Travel System (DTS). Coordinates Joint (ARNG/ANG) civilian workforce training requests. Reviews, processes approval, coordinates registration, funds and processes payment of fees, coordinates travel reimbursement funding and approval for all Army NG Employee training requests. This includes providing guidance on employee training related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning areas of improvement. Designing, developing, conducting, and evaluating the effectiveness of training. Monitors compliance with negotiated agreements of labor organizations pertaining to training and development. You will also advise and counsel management, employees, annuitants, and family members of deceased employees by interpreting, applying, and explaining retirement and insurance laws, regulations, and policies on available retirement insurance benefits, death benefits, entitlements/options. Researches and interprets appropriate regulations to provide advice to employees concerning reinstatement of insurance, conversion of life insurance and features of the programs and options associated with retirement. Assist employees in the preparation of retirement applications and related documents and forwards to the Army Benefits Center Civilian (ABC-C). Determines type of separation and completion of eOPF maintenance for documents. Maintains a current knowledge of legislative development, agency reorganizations and other pertinent activities that may have an impact on management and employees. Provides technical guidance and assistance in the development and implementation of benefit program changes and open seasons. Determines entitlement to retirement annuities, eligibility for continuation of life and health insurance. Provides technical advice to personnel on a variety of programs such as health and life insurance and Thrift Savings Plan (TSP). Provides initial overview to new employees on the benefit programs available to them. Requirements Conditions of Employment * Incumbent must possess or be able to acquire the appropriate level security clearance for this position. * May be required to successfully complete a probationary period. * Enrollment in Direct Deposit is mandatory. * You must upload your most recent SF 50 (eg. Qualifications AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency located in HRO. Tenure can be in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. General Adjustment) to be considered SPECIALIZED EXPERIENCE- GS11: Do have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience providing HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program; experience with direct guidance to managers and supervisors on employee development; experience communicating with supervisors, managers, and employees regarding short- and long-range training objectives; experience providing guidance for Continuation in Service Agreements, and available funding for training fees and travel; experience identifying courses, by evaluating mission requirements and cost considerations as they pertain to training objectives; experience developing and providing input on policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources; experience administering and providing oversight of the use of special employment programs, experience advising and counseling management, employees, annuitants, and family members, with retirement, insurance laws, regulations/policies with death benefits, other entitlements/options, experience providing technical advice to personnel on programs such as the Mass Transit, Reasonable Accommodations (RA), Telework, Uniformed Services Employment and Reemployment Act, military, or civilian deposits for CSRS/FERS, disability benefits, Light Duty Program, and Workers Compensation Program, experience composing termination memorandums in compliance with formats contained in the correspondence regulation for non-retention, mandatory removal date (MRD), mandatory separation date (MSD), medical disqualification, experience providing technical advice on flexibilities and appropriate use of leave issues such as Sick Leave for Family Care and Bereavement, Disabled Veterans Leave, Advanced Leave, Compensatory Time, Leave Without Pay, Absence Without Leave, Presidential Leave, Court Leave, and Military Leave; experience processing donated leave requests within the organization; experience maintaining the Electronic Official Personnel Files by uploading required documentation in accordance with the Guide to Personnel Recordkeeping. GS11- 3 full years of progressively higher level graduate education leading to such a degree (i.e. LL.
