Description:
Duties * You will serve as the SSO on matters relating to special security programs and the operation of the Sensitive Compartmented Information Facility (SCIF). * You will interpret governing directives and implement policies, procedures, and guidelines on assigned security programs. * You will make recommendations for changes to national level guides and develops local guidelines. * You will present, explain and defend controversial security policies and regulations at meetings and conferences with officials at high levels of security program responsibility, and/or with officials from other agencies and private industry. * You will provide and/or ensure viable security education and awareness for staff and supported units. * You will ensure appropriate indoctrinations to ensure individuals are thoroughly familiar with all applicable security policies and procedures. * You will conduct personnel indoctrinations and debriefings. * You will brief all officials and all personnel with special access. * You will manage receipt, storage, control, dissemination, inventory, and destruction of all SCI material. * You will interact with multiple security managers and senior planners on a wide range of security concepts, principles, and practices for managing and directing complex security programs. * You will manage, supervise, direct, train, and evaluate command security manager, pilots, intelligence personnel and subordinate staffs in all facets of security objectives and performance. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. * A non-disclosure agreement must be signed. * May be subject to polygraph examination. * Incumbent requires access to certain specified Special Access Programs supporting operations as necessary. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Evaluating the effectiveness of security programs operations by investigating and identifying security problems to provide solutions and safeguard material storage areas, installations, or personnel. * Experience implementing security requirements established by legislation, executive orders, regulations, directives and policy statements. * Experience utilizing concepts, principles, policies and procedures to apply the knowledge and procedures as it pertains to Personnel Security programs and procedures. * Experience implementing the SCI adjudication process. * Detailed knowledge of the NAS Oceana organizational structure to ensure the proper distribution of Sensitive and classified information and materials. * Knowledge of all aspects of personnel security from initial applications for clearance, investigation, and reinvestigation requirements, criteria for access to SCI and pertinent reports. * Knowledge of information security program and related issues, pertaining to classification, downgrading, handling, and safeguarding collateral and SCI. * Experience utilizing training methods pertaining to Special Security Programs' security awareness. * Experience serving as a customer service representative for the command as it pertains to Security Managers and Special Security Officers within DoD, service and senior commands.
