Duties * Plans, organizes, and directs the activities of (the JBSA Resource Support section of the Resource Management Flight. * Exercises supervisory personnel management responsibilities. * Represents the 502d Force Support Squadron with a variety of installation and functional area organizations. * Establishes, defines, and implements requirements for NAF accounting programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. * Maintains and controls the General Ledger accounts and business transactions of the organization, applying the Generally Accepted Accounting Principles (GAAP) that includes analytical work and thorough review of financial records. Incumbent must submit such a form within 30 days of assuming this position and annually thereafter * Incumbent will be required to travel across the JBSA locations frequently, potentially on a daily basis, to check work in progress of subordinates and assist any accounting or personnel issue that may arise; may require use of private owned vehicle * The work requires the incumbent to obtain and maintain a Secret security clearance * This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Cont' Below * Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available * This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing * This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d * A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: 1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") NOTE: You must submit copies of your transcripts. OR 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: * Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; * A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or * Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements NOTE: You must submit copies of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of APF/NAF Accounting policies and procedures and their data systems and the ability to follow accounting principles regulated by accounting standard boards such as the Federal Accounting Standards Advisory Board (FASAB), the American of Certified Public Accountants (AICPA), professional accounting organizations, and the Comptroller General. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate both orally and in writing. 6. Extensive knowledge of the full range of Federal, DoD, and Air Force laws, regulations, policies and practices governing APF/NAF financial management.
