Duties The United States Space Force (USSF) at Vandenberg Space Force Base (California) is searching for a Director of Plans and Programs for SLD 30/XP (NH-0343-04, GS 14/15 Equivalent). Description: Vandenberg SFB, CA is looking for a talented candidate to serve as the Director of Space Launch Delta 30 Plans and Programs Directorate. Exercises second level supervisory and managerial authorities by creating the vision for the organization, planning, directing, organizing and exercising control over all duties and personnel assigned to the Directorate. Organization goals: Support the SLD 30 Mission by providing a full spectrum of planning and programming support essential for internal and external customers and the future assured access to space for the nation. To do this, Directorate is charged to bring new launch and test program requirements planning to the Delta for successful execution, conduct strategic planning, resource programming and integration support, Delta strategic development and oversight management, range policy and commercial space advocacy, partnerships with contributing entities, liaison with members of Congress, State and local political members, international affairs/treaty/arms control agreements oversight, Delta cross-functional integration lead, and management of the Delta contingency and plans program. SLD 30 Director of Plans and Programs is the senior organizational expert responsible for providing sound advice and recommendations to the Delta's senior leadership in the areas of new launch and test program requirements planning, strategic planning, Delta-wide integration of new/transient programs and strategic basing actions, senior commercial space policy advisor, liaison for legislative visits, and International Affairs/Treaty/Arms Control, to name a few. Key Skills and Abilities: 1. In-depth knowledge of major range and test facility base (MRTFB) and launch operations. 2. Professional knowledge of missile, space, and/or range operations and mission sets. 3. Knowledge of long-range planning strategies. 4. Strong knowledge of Air Force/Space Force missions, policies, and program goals/objectives, the sequence and timing of key planning events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 5. Knowledge of safety and security regulations and practices. 6. Ability to execute complex projects and/or studies within established time constraints. 7. Ability to communicate effectively orally and in writing. 8. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit. Has knowledge of the mission, roles, functions, organizational structures, and operations of Department of Defense, Air Force/Space Force, and other organizations that govern, interface with, and/or influence supported programs. 9. Ability to advise senior leaders, Program Element Monitors, and field-level representatives. 10. Expertise with policies, practices, regulations and laws concerning SLD 30 launch range and assigned base missions; specifically familiar with DoD launch range/MRTFB and commercial space policy and statutes. Requirements Conditions of Employment * Must be a U.S. Citizen. * Employee must be able to obtain and maintain a Top-Secret / SCI clearance. * Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. * Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training. * May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours. * PCS funding is authorized. * Position is not eligible for telework or remote work. * Position will close in 5 business days or 75 applications (whichever comes first). * Work occasionally requires travel away from the normal duty station. * May be required to travel by military or commercial aircraft in the performance of TDY assignments. * This is a drug testing designated position.
