Duties * Performs complex, nonstandard accounting transactions in support of commercial services accounts (e.g., contractual services, utilities, communications, supplies, transportation expenses, etc.). Receives, reviews, and classifies all types of transactions for commercial services, and processes frequent and varied adjustments for a number of different programs and multiple accounts. * Maintains, controls, and reconciles accounting transactions and records for multiple accounts. Reviews and maintains complex accounting transactions (e.g., reconciling accounts in accounting system involving extensive subdivision of accounts, frequent and varied adjustments to accounts, or extensive balancing and reconciling of detailed summary accounts). * Analyzes and examines accounting data and accounts to resolve nonstandard transactions, complaints, or discrepancies. Utilizes extensive knowledge of accounting procedures and techniques to verify specialized ledger(s) and automated system(s) of accounting data. * Prepares reports and performs other miscellaneous technical tasks in support of accounting function(s). Prepares monthly reports, correspondence, and follows-up on flagged documents (e.g., inactive, unliquidated obligations, etc.). * Provides customer service for vendors, resource advisor, financial analyst, and other external and internal customers. Checks records/files in automated accounting systems on status of payments and payment dates, and follows up with OPLOC as necessary. Requirements Conditions of Employment * U.S. Citizenship Required * Males must be registered for Selective Service, see www.sss.gov * This position is subject to provisions of the DoD Priority Placement Program * Disclosure of Political Appointments * Work may occasionally require travel away from the normal duty station on military or commercial aircraft * Employee may be required to work extended or other than normal hours to include evenings and weekends and may be subject to recall * Must be able to obtain and maintain a Secret security clearance * This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes in-depth or broad knowledge of a body of accounting procedures and techniques to understand and work with a total accounting system for commercial services which involves different programs that generate a large variety of transactions. Including knowledge of extensive and diverse accounting regulations, operations, and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, or discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge. OR EDUCATION: I have successfully completed one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of an extensive body of accounting regulations, practices, policies, and procedures to understand and work with an identifiable segment of an integrated double-entry accounting system for commercial services. 2. Knowledge of the Prompt Payment Act as it affects accounts. 3. Knowledge of accounting files, listings, and document control systems as well as the relationships between accounts and the effect of debit and credit entries on the system of accounts. 4. Knowledge of account codes for commercial services related to an automated system and the requirements for processing transactions in an automated system. 5. Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
