Duties Summary continued: The primary purpose of this position is: To serve as a Human Resources (HR) Specialist in Classification with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services. * Provides position classification services to assigned organizations. The positions within NORAD and USNORTHCOM are complex and dynamic, include a wide range of professional, scientific, administrative, and highly technical positions in occupations where work processes require sound mental, judgment, public contact, or are coordinative in nature. * Provides position management advisory services in dealing with difficult, complex, and often controversial position management issues. Offers authoritative advice and assistance to supervisors and managers to help them achieve the most efficient, effective, and economical usage of human resources in their organizations. * Participates in special initiatives, studies, trainings and projects. Participates in such projects as self-assessment reviews, review of draft classification standards, re-organization reviews, out-sourcing studies, and other projects as may arise. * Prepares written correspondence and other documentation. Develops and prepares a variety of correspondence and other documentation, i.e., memoranda, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. Requirements Conditions of Employment * Must complete initial online questionnaire and additional assessment(s) * U.S. Citizenship is required * Males must be registered for Selective Service, see www.sss.gov * Relocation incentive May be available for this position; PCS will be paid by the gaining unit. * If authorized, PCS will be paid IAW JTR and AF Regulations. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE (GS-09): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of the standard principles and practices of classification, and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. Knowledge of the standard principles and practices of position management and the analytical and evaluative methods and techniques required to review organizational structures, identify position management weaknesses and discuss findings and remedies with management. Knowledge of other HR processes sufficient to relate classification issues to them. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. Note: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE (GS-11): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Federal HR classification and position management concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities and resolve classification issues which often require the making of fine distinctions in the proper crediting of factor levels and allocation of grade levels to positions. Knowledge of other HR processes sufficient to relate classification issues to them. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience as described above and graduate level education (only graduate level education beyond 2 years or Master's degree is creditable in the combination). KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-09/11): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification. * Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems. * Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities. * Ability to express ideas and concepts orally and in writing, and to ensure understanding and acceptance of findings in reports. SPECIALIZED EXPERIENCE (GS-12): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Federal HR classification philosophy, concepts, principles, methods, practices, programs, techniques, laws, and Executive Orders sufficient to accomplish a wide range of complex, interrelated activities and resolve difficult and unprecedented classification issues which often require the making of fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions; position management principles, concepts, practices and techniques sufficient to advise managers at a complex and dynamic military installation in establishing efficient and cost-effective organizational structures; HR processes sufficient to relate classification issues to overall HR management processes. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-12): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of the full range of Federal classification and position management principles, concepts, practices, and techniques and of the basic relationships of the various HR disciplines. * Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems. * Ability to maintain effective relationships with management officials, supervisors, employees, co-workers and others, to ensure cooperative resolution of problems and provide effective coordination of activities. * Ability to express ideas and concepts in reports and briefings, ensuring understanding and acceptance of findings in reports. * Ability to be professional, tactful, and diplomatic to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities. * Knowledge of software programs to produce a wide range of documents and to edit and reformat electronic drafts and to update and revise existing databases or spreadsheets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
