Duties * You will serve as the Assistant Security Manager and will assist the Security Officer in advising the Commander Submarine Force, U.S. Atlantic Fleet (COMSUBLANT) on all security issues, especially those relating to the operational Submarine Force. * You will be responsible for ensuring all command GENSER security instructions are current and revised to reflect changes to DOD security administrative publications. * You will recommend enhancements to simplify the DON Physical, Information, Industrial, and Personnel Security Programs and ensures staff-wide knowledge of and compliance with prescribed procedures. * You will provide security training to local staff and afloat commands and provide training assistance to subordinate security managers at remote COMSUBLANT locations. * You will be responsible to provide technical expertise and advisory support regarding the Information and Personnel Security Program to the staff and Echelon IV commands. * You will be responsible for the administration, organization and management of the personnel security program to ensure the initial and continuous evaluation of individual eligibility to occupy sensitive positions and obtain a security clearance. * You will review and evaluate case files including complex and controversial reports of investigation while ensuring clearance eligibility for all appropriate accesses, and monitor clearance re-certification dates for all cleared personnel. * You will be responsible for reviewing and processing of SF-86's per Trusted Workforce 2.0 for continued eligibility of personnel requiring access to classified material in connections with their work assignments. * You will identify security requirements for restricted areas, develop standard operating procedures to control access, and determine security controls and storage requirements for the protection of classified material. * You will be responsible for the control, protection, use, and dissemination of all collateral Top-Secret material/data * You will assist the COMSUBLANT Mission Sponsor Affiliation Sponsor for all contractors' Common Access Card (CAC) applications. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * You will be subject to a pre-employment Polygraph Testing and a Non-Disclosure Agreement must be signed. * Required to complete the Naval Security Manager's Course. * SPeD Certification Level I: This position requires as a condition of employment attainment of the Security Fundamental Professional Certification (SFPC) within two years of assuming this position. Qualifications FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience to assist with applying security procedures, implementing best practices and monitoring the execution of security support for afloat commands and shore activities located throughout the COMSUBLANT Atlantic Theater. * Experience and knowledge to assist in the protection, use and dissemination of all levels of classified material/data, the compromise of which has the potential for exceptionally grave damage to national security. * Experience and knowledge of a wide range of security concepts, principles, and practices to provide initial review, analysis, and assistance in the resolution of difficult and complex security problems. * Experience to conduct security program planning at the TYCOM level, providing policy recommendations to the Security Officer and assists in crafting direction which shapes the submarine community's specific operating requirements. * Experience in reviewing reports of personnel investigations to identify the presence or absence of derogatory information and reviews the impact of various kinds of derogatory information. * Experience in determining eligibility for access to classified or sensitive information and aids the Security Officer in the granting of personnel security clearances/accesses in the presence of derogatory information. * Experience and knowledge of Department of Navy security systems used in the process of establishing and maintaining security clearance eligibility. * Experience in overseeing security requirements for classified materials to ensure information is properly controlled, accounted for, transmitted, transported, safeguarded, and properly destroyed in accordance with established policies and procedures. * Experience in maintaining applicable directives, regulations, manuals, and guidelines to administer a Security program and ensure secure operations FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
