Overview FTI is hiring an Advisory Acquisition Specialist to provide acquisition and technical Subject Matter Expert (SME) support to the Acquisition Program Manager (APM) for Target Engagement Systems (TES) within the Program Executive Office - SOF Warrior (PEO-SW). In office attendance is required, however, flexible telework days may be authorized based on command directed policies that determine the number of telework days authorized. In this position, you will support meeting cost, schedule, and performance requirements in day-to-day operations of PEO SOF Warrior small arms acquisition programs/projects. Your specific focus will be in the following areas: operational management, technical, and analytic support to provide programmatic, financial, logistical, and testing guidance based on Federal Acquisition Regulations, DoD, and USSOCOM directives. Responsibilities * Plans, organizes, leads, and carries out large or complex acquisition projects under the direction of the USASOC program manager for VAS, VASWA, Joint Fires. * Assumes responsibility for overall project governance and direction and recommends course corrections as needed. * Focuses on program and projects monitoring, control, team integration, change integration, and corrective action as needed. * Maintain awareness of USASOC requirements and advise/assist with requirements generation. * Ensures the application of DAWIA and PMI standards in managing programs and projects. * Maximizes cost, schedule and performance outcomes for all stakeholders through collaboration and project management tenants. * Evaluates program vision and strategy and integrates USASOC goals. * Defines and drives project deliverables and sees them to completion. * Manages, oversees, and monitors all elements of assigned program activities from inception to completion including solution design, procurement, delivery, quality control and acceptance of products. * Develop statements of work to capture KSA and KPP specifications for product/services and in coordination with designated testing agency and acquisition program managers facilitates Test and Evaluation (T&E) events to demonstrate, evaluate, and integrate new material solutions into acquisition programs of record. * Assist with POM and Budget development for USASOC, monitor execution, and track changes and impacts. * Facilitate acquisition activities and coordination between USSOCOM, USASOC, acquisition support activities, logistics centers, and industry partners. * Assist with all program review, budget review and milestone decision documentation. * Performs other duties as assigned. Education/Qualifications * Undergraduate Degree (BA/BS) or a minimum of 15 years hands on SOF experience is required. * Thorough knowledge of USCENTCOM, USSOCOM, and USASOC policies and procedures. * Detailed understanding of Special Operations Forces (SOF) equipment, such as munitions, handguns, assault rifles, sniper rifles, personal defense weapons, machine guns, shoulder-launched, indirect fire, precision strike weapons, visual augmentation systems and lasers highly desirable. * 4+ years of experience with SOF requirements development, SOFCIDS, acquisition program management, force modernization, or DoD capability development. * 5+ years of experience with acquisition and logistics related to deployed forces supporting contingency operations. * 15+ years of combat systems employment at the tactical/operational level to include leading and training Special Operations Forces (SOF) units. * DAWIA level I in Program Management, PMP or equivalent experience is desired. * Must be a U. S. Citizen with active DoD TOP SECRET/SCI security clearance with the ability to maintain this clearance. * Either demonstrated superior technical skills or exceptional management skills * Proficiency in Microsoft Office tools (Word, Excel, Project, PowerPoint, etc.) is required. * Extensive experience with Defense Acquisition System (DAS), Joint Capability Integration and Development System (JCIDS), Planning, Programming, Budgeting, and Execution System (PPBES). * Capable of authoring, reviewing, and adjudicating requirements and PPBE related documentation including Capability Development Documents (CDD), Capability Based Assessments (CBA), Program Objective Memorandum (POM) inputs, budgeting execution support materials, and contracting support documents.
