Duties * Serve as the Installation Property Book Officer with responsibility for overall management, direction, control and supervision of the Installation Property Book Office (IPBO). * Perform duties associated with administration of the full range of property management as the Command appointed and fully accountable IPBO. * Responsible for the administration and maintenance of Global Combat Support Supply-Army (GCSS-Army) Property Book Unit Supply Enhanced (PBUSE) and related automated systems and operations. * Perform annual 100% inventory of all accountable property. * Ensure the update and currency of hand receipts and audit trail records for all accountable property and reconciles hand receipts with the property book. * Review lateral transfers of installation property between hand receipt holders. * Direct, plan, and supervise the work of the branch. * Coordinate with Directorate of Contracting and other management officials to ensure proper accountability of all government furnished equipment. Requirements Conditions of Employment * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. * This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. * You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent. * The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. * This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. * This position will require the incumbent to work occasional evening, weekend, and/or holiday hours, to include mandatory overtime as mission dictates. * Term employment is subject to a one year trial period. Specialized Experience: One year of specialized experience which includes 1) Performing supply work involving assisting in establishing and/or maintaining hand receipts; 2) Conducting inventories; 3) Utilizing an automated property management system to maintain accountability of property; and 4) Providing technical assistance on supply matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management, Logistics Management, or another related field. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
